FACULTY SENATE MINUTES NO. 15

1. CALL TO ORDER:  The fifteenth meeting of the Faculty Senate for 2006-2007 was called to order at 1:15 PM on May 1, 2007 in the Hall of Fame Room in the Park Center by Chair Melvyn King.

II. APPROVAL OF THE MINUTES:

The Minutes from May 1, 2007 were approved.

 

III. SENATE ACTIONS:

There was a vote to approve the motion from the Faculty Senate Steering Committee requesting postponement of consideration until the Fall semester of the Faculty Affairs Committee's report Passed)

 

IV. CHAIR’S REPORT:

The Chair reported on the recent election for vacant Senate seats and announced that Howard Botwinick and John Shedd have won the election for Arts and Sciences seats.  He also mentioned that an election was run for a seat in Fine Arts and Humanities although those results have not been officially announced.

 

Dr. Peagler gave a brief statement asking the Senate for its support to the student Senators in their voice and contribution to the Faculty Senate.

 

V.  VICE CHAIR’S REPORT:

No report.

 

VI. SECRETARY’S REPORT:

E. McCabe –  No report.

 

VII. TREASURER’S REPORT:

D. Berger reported that there is $983.07 in the Scholarship Fund and announced that he had heard that this was one of the best years ever for the Senate Treasury.

 

VIII. PRESIDENT’S REPORT:

The President gave a brief report.

 

IX. STANDING COMMITTEE REPORTS:

 

Long Range Planning Committee – D. Ritchie - No report.

 

Educational Policy Committee – J. Cottone - J. Cottone gave a brief report regarding his committee's charge to review the withdrawal policy. He announced that, due to a busy agenda this spring, the committee had to postpone its work until the fall, unless the Senate voted otherwise.

 

Student Affairs Committee – M. Connell, Chair – No report (absent)

 

Faculty Affairs Committee – G. Clarke, Chair, gave a brief report regarding review of departmental policies in the Biological Sciences.

 

College Research Committee – No report.

 

General Education Committee – M. McGuire, Chair – No report.

 

Committee on Committees – E. McCabe gave a report regarding the outcomes of certain elections and also announced vacancies on Faculty Senate Committees  {SEE Appendix 1)

 

Review of Governance Committee - E. McCabe gave an annual report updating the work of the committee (SEE Appendix 2)

 

X. AREA SENATOR’S REPORTS:

There were no Area Senator reports.

 

XI. SUNY SENATOR’S REPORT – M. Ware delivered a report regarding the upcoming Plenary and also strongly urged faculty to become involved in participating in University Faculty Senate Committees.

 

XII. STUDENT SENATOR’S REPORTS:

K. Boyes gave a brief report.

 

XIII. OLD BUSINESS:

The Faculty Affairs Committee Report 220.06 College Policies and Procedures of the Academic Faculty for Renewal of Term Appointment, Granting of Continuing Appointment and Promotion was the only item of old business on the agenda, and was re-introduced by G. Clarke, Chair.  There was a motion from D. Ritchie, "On behalf of the Faculty Senate Steering Committee I move that the Faculty Senate postpone consideration until the Fall semester of the Faculty Affairs Committee's report," which passed.  M. King distributed a letter signed by members from the Department of Sociology/Anthropology asking for postponement of action on the Faculty Affsirs Committee's report pending campuswide discussion *(SEE Attachment)

                                    Review of Governance Committee Annual Report

1)  The Review of Governance Committee initially met on February 14, 2007, in order to receive our official charge from the Chair of the Faculty Senate, Dr. King.   Committee members then elected Dr. Botwinick as their Chair, and we immediately began to meet at least once a week for the remainder of the semester.

2)  For the next two months the ROGC engaged in an extensive series of discussions of all relevant sections of the College Handbook which pertain to faculty governance.  We also reviewed the final report from the previous ROGC as well as the final report of the “Ad Hoc Committee for Faculty Senate Restructuring”, which is dated March 22, 2005.

 

We have been looking at issues of voting structure, the composition and duties of all of the senate’s standing committees, and the overall structure and procedures of the senate.  Our primary purpose has been to look into ways to strengthen faculty governance at Cortland.  We are also trying to take a fresh look at the issues of genuine empowerment and would like to find ways to more effectively empower all of the different constituencies at the college in places where it makes the most sense in terms of expertise, training, voice, and impact.   Within this context we are also exploring the differences between traditional models of “faculty” governance (primarily involving teaching faculty) and models of “shared governance” (faculty more broadly construed to include professionals and sometimes administrators). 

 

3)  In mid April we began interviewing the chairs of the standing committees of the Faculty Senate.  We met with Glen Clarke, Chair of Faculty Affairs, John Cottone, Chair of the EPC, and Cynthia Sarver and Janet Ford, Co-Chairs of the LRPC.  Before the semester is over, we are also intending to meet with Mary McGuire, Chair of General Education, and with Mark Connell, Chair of Student Affairs.

 

4) As Ellen McCabe has already informed the Faculty Senate Steering Committee, we are hoping that the new Chair of the Senate, Karla Alwes, will re-charge our committee at the earliest moment in the fall so that we can continue our important work.  During the fall we are planning to conduct a general faculty survey to try and understand why participation in the Faculty Senate has been so weak, and we will conduct two open hearings for the entire campus community.   We are also planning to conduct additional interviews with representatives of various campus constituencies.  In this context we will be meeting with both Larry Ashley and Diane Galutz as representatives of both UUP teaching faculty and UUP professionals, and with Gilda Haines Votra, president of the CSEA.  We have also discussed meeting with President Bitterbaum.

 

5) We expect to conclude our business and make our recommendations to the Faculty Senate by the end of the Fall Semester.
