Dr. Richard C. Peagler, Director of Counseling and Student Development
Rich joined the College in 1972 as assistant director of counseling and in 1996 was promoted to director of student support services.
He has served as an academic counselor in the Admissions Office at Western Connecticut State College in Danbury. From 1968-70, he directed the Upward Bound Project for poverty-level youths with academic
potential at the Wooster Prep School in Danbury, Conn.
He also served as a consultant to public agencies in the areas of race relations, motivation, training, and evaluation and assessment of leadership potential. He has written and given presentations on subjects relating to counseling, racial relations on campus, and student life.
Rich earned a bachelor of science in education from Central State University in Wilberforce, Ohio; a master of science in student
personnel counseling from the University of Connecticut in Storrs, Conn.; and a doctorate of education in counseling and human services from Syracuse University.
While at the University of Connecticut, he studied under an Education Professional Development Act Fellowship and gained experience as an intern in the Financial Aid Office, the Admissions Office and the Dean of Men's Office.
Rich, who has been instrumental in the academic success of ethnic students at the College, received the 1998 Faculty/Staff Award, presented by culturally diverse students and their organizations. He earned the Faculty Award recognition for "unselfish service to the Black Students Union" for the 1992-93 academic year. In 1990, he received the New York State and United University Professionals Excellence Award, recognizing his specialization and outstanding service to the community. The Educational Opportunity Program presented Rich with a certificate of appreciation for his service.
SUNY Cortland presidents have presented him with 13 Recognition of Meritorious Service Awards, most recently in 1997.
A very active member of the campus community, Rich coordinated the Cortland Urban Recruitment of Educators (C.U.R.E.) program and chairs the Phi Kappa Phi Graduate Fellowship Committee.
Rich was recently elected to the Commission VII Directorate in January 1999. Commission VII is the division of the American College Personnel Association that focuses on serving college students in a mental health setting, such as psychological services and Counseling Centers.
A Cortland resident, he serves on the Cortland City School District Board of Education and on the Vestry Board of Warden Grace Church.
