Constitution of the Asian Pacific Student Union

Article I Name

The name of this organization shall be the Asian Pacific Student Union, sometimes referred to in this document as APSU as of August 31,1994.

  • Article II Purpose
    • A. To promote personal and institutional cultural enhancement and enrichment.
    • B. To promote the vast diversity among and within Asian and Pacific cultures through means of education and communication.
    • C. To educate people of all ethnic backgrounds on the importance of cultural awareness and cultural preservation
  • Article III Membership
    • A. Membership shall be open to any SUNY Cortland student who is a member of SGA and shows a willingness to be an active participant.
    • B. Meetings and functions shall also be open to any faculty, staff, and community members who wish to attend.
    • C. This organization shall not discriminate on the basis of age, status, religion, race, creed, gender, or disability. Members should attend meetings without bias and have a fair and open mind.
  • Article IV Officers
    • A. Titles The officers of APSU shall be a chair of the organization
    • B. Responsibilities
      • 1. Chair of APSU
        • a. To open meetings on time by calling the assembly to order.
        • b. To set the agenda of the meeting and announce that to the assembly.
        • c. To report motions presented to the floor, call for a vote on a motion, and announce the results.
        • d. To enforce- the observance of order and civility in meetings.
        • e. To oversee the responsibilities of all organizational matters.
      • 2. Treasurer
        • a. The Treasurer shall represent its dub in all presentations before SGA Financial Board.
        • b. The Treasurer shall serve as the liaison between the club and the SGA Treasurer.
        • c. The Treasurer shall abide by all SGA financial policies as outlined in the SGA Treasurers Handbook and any updates from the CCSA Treasurer.
        • d. The Treasurer shall work with the SGA Treasurer and Vice Treasurer in developing a club budget.
      • 3. Secretary
        • a. To be the recording officer of the meetings and custodian of its records.
        • b. To keep a register of the members.
        • c. To work with the Chair to set the agenda before each meeting.
      • 4. Committee chairs
        • a. To oversee the responsibilities of all committee matters.
        • b. To report weekly to the Chair or assembly on the affairs of the committee.
    • C. Qualifications
      • 1. The officers of APSU must have a cumulative grade point average of at least a 2.0 to be eligible for election.
      • 2. In addition, the Chair of APSU must have attended SUCC for at least one full semester prior to the election to be eligible.
    • D. Elections
      Each officer shall be nominated by the members of the organization, and each officer shall be elected by the members of the organization.
      • 1. Nominations of officers shall be conducted at the first meeting in March.
      • 2. Elections shall take place at the last meeting in March.
      • 3. Officers shall be elected for a period of two (2) semesters.
    • E. Impeachment
      • 1. Any officer may be removed from office by a two-thirds vote of the total membership, in which case, new elections will be held.
      • 2. Automatic impeachment will be implemented should any officer get an academic probation status.
  • Article V Meetings
    • A. The place and time of the meetings shall be designated by the Chair of APSU upon the consent of the assembly.
    • B. It shall be the duty of each member to be an active participant in the organization.
    • C. Any member may call for adjournment at the end of the first hour and at every half hour thereon.
  • Article VI Standing Committees
    • A. The three standing committees of APSU shall be Budget and Finance, Program, and Publications and Communication.
    • B. The duties of the standing committees shall be as following:
      • 1. Budget and Finance: Presided jointly by the Treasurer and the committee chair, this committee will submit budgetary reports to the assembly in addition to investigating and reporting expenditures of potential programs to be sponsored by APSU.
      • 2. Program: Presided jointly by the committee chair and a member to be appointed by the assembly, this committee shall make recommendations for programs and events to be sponsored by APSU.
      • 3. Publications and Communications: Presided jointly by the committee chair and a member to be appointed by the assembly, this committee shall be responsible for publicizing events sponsored by APSU and informing the members of SGA affairs.
  • Article VII Advisors

    The advisors shall be a member of the SUNY Cortland faculty or of the community, and will be appointed by the membership.

  • Article VIII CCSA Policies and Procedures

    All policies and procedures of the Student Government Association shall be adhered to by this organization.

  • Article IX Parlimentary Procedure

    Robert's Rules of Order shall govern this organization in all issues to which they are applicable and in which they are not inconsistent with the by laws or the special rules of this organization

  • Article X Amendments
    • A. All amendments to the Constitution must be submitted to the Chair of APSU in written form.
    • B. To adopt an amendment, a three-fourths vote of the assembly is needed.
  • Article IX Ratification

    This Constitution will be ratified when appropriately approved by the organization, the SGA Club Constitution Committee, and the Student Senate.

  • Events

    APSU hosts and contributes to various events throughout each semester. Here are just a few of the activities APSU has participated in.
